Even mods have trouble getting around it.
After WW2 kicks off, it simply becomes a tedious map painting game. Interesting concepts, but poor implementation. I also agree with your assessment of HoI4. Were it just that, it’d be extremely boring. The challenge, for me at least, was more trying to keep the dynasty from imploding than subjugating opposing factions and painting the map my color.

CK is more of a story generator and breeding simulator, the opposing factions are mostly a secondary concern. I think what saves CK from the not great AI is beating them down isn’t strictly the point of the game. The concepts it had around production, division design, and the notion- if not the implementation- of the battle line system were all super cool. I don't know that HoI4 really worked as a game, but it was a really fun toybox. With HoI4 the AI can't, well, fight WW2 so it's a lot of buildup and then a disappointing payoff. The AI can't play CK3 either, of course, but at least you can get in several generations of exciting conflict before your economy has built to the point where you're just steamrollering everyone on contact. (as well as more nation-specific stuff, which I do think is super cool) The various patches and DLC didn't really fix much of any of that, and instead just bolted on a bunch more janky systems. The various game mechanics were also sufficiently janky that it didn't really work particularly well as a multiplayer game even if you did slog through the effort of trying to get a bunch of human players to play such an epic proposition. My problem with HoI4 was that the battle line system didn't work and the AI couldn't play the game. I never played Vicky 2, so it's not on that ranking, but I've heard a lot about it so I'm excited to try Vicky 3. It's my fourth favorite mainline Paradox strategy game after CK2, CK3, and EU4 in some order. Personally, I actually like Hearts of Iron 4 a lot and probably preferred the "simplification". I doubt it'll be as difficult as 2, I just hope it isn't as simplified as HoI4. They do have a fine line to walk to make the game appeal to both the Vicky 2 fanatics and new players. But Crusader Kings 3 was so good I'm willing to give them another chance.
Hearts of Iron was a bit of a letdown coming from 3, I found it to be way more simpler and not necessarily in a good way.
